http://hk.geocities.com/hkgalbert/kpgeneralinfo.htm says international prefix for calls from North Korea is 99.
ITU page lists Hamchon as +850 9.

June 2004 - different numberings for domestic and international calls
Ken Westmoreland reports:
"There are two number ranges in Pyongyang:
Numbers beginning with 381 are for international inbound dialling only, while those beginning with 382 are for domestic dialling only. It is not possible to dial a 381 number from a 382 number, or vice-versa. Hence the British Embassy's telephone number within North Korea is (02) 382 7980, while from outside the country, the number is +850 2 381 7980."
September 2002 - Pyongyang numbering details publicised
In a communication dated 7 September 2002, as posted at ITU, North Korea (Democratc People's Republic of Korea) indicated a variable format for subscriber numbers within Pyongyang (+850 2):
