Monaco's national numbering format as of (via ITU, October 2001):
Leading Number of Service
digit digits
======= ========= =======
0 2 or 10 international prefix (00), national uses
1 2 to 8 short codes e.g. 18 emergency
2 ------- not assigned
3 4 videotext
4 8 mobile
5 ------- for future use
6 9 mobile
7 5 audiotext, facilities
8 8 international freephone, home country direct
9 8 geographic numbering (90xxxxxx for freephone routing)
Wade Lindqvist (Sept 2003) noted that the use of country code +33 to reach Monaco numbers seems to be discontinued, but noted "locally it was accessible as 05 92 XX XX XX. This doesn't seem possible transit dialling +33."
Regular fixed subscriber numbers are mostly 8 digits, many in the 92xxxxxx range, but also some in 99xxxxxx range. Other 9xxxxxxx ranges may be in use.
