15 September 2001 - mobile area code changes
Mobile area codes in Venezuela were changed by prepending digit '4' to existing mobile codes as follows (excluding domestic trunk prefixes within Venezuela, and excluding country code from outside Venezuela):

The 7-digit subscriber number format following the area code remains unchanged. Thus mobile number 014 xxx xxxx changed to 0414 xxx xxxx (as dialled within Venezuela), or from other nations +58 14 xxx xxxx became +58 414 xxx xxxx.
20 January 2001 through 18 August 2001 - area code changes
Through the first part of 2001, new area codes were phased in throughout Venezuela.
On 23 February 2001, the area code of Greater Caracas changed from 02 to 0212 (domestic format), or +58 2 --> +58 212 international format.
On 16 June 2001, dialling of toll-free 800 and premium 900 services was changed to use the national trunk code 0 before the 800 or 900 number.
Most area codes will have the digit 2 prepended to them - that is, 2 + old 2-digit area code.
There were no details on whether a permissive calling period was available, or whether old numbering immediately ceased to be valid upon each change of area code.
